Having said that, there is a big binge drinking problem in the UK, though I don't think laws are necessarily the way forward - especially when enforcement of those laws is somewhat lax. A change in attitude towards alcohol is what is needed and this can only come from acknowledging that hell yeah, it is a great thing and that most people enjoy it but that if you drink to excess it kind of defeats the object.
